Carmen E. Arroyo was born and raised in Corozal, Puerto Rico, where she spent her early years working on a farm and raising seven children. In 1964, facing economic hardship and determined to provide a better future for her family, she made the courageous decision to move to New York alone, leaving her children in the care of relatives in Puerto Rico. In the South Bronx, she worked tirelessly in a factory, saved every dollar she could, and eventually reunited her family. Her journey from single mother and factory worker to a political trailblazer is a story of unwavering resolve, deep compassion, and visionary leadership.
A pioneer in housing development, education advocacy, and community empowerment, Carmen devoted her life to improving the lives of Puerto Ricans and other underserved communities in New York. She is widely recognized as the first Puerto Rican woman elected to a state legislature in the United States and spent 27 years in the New York State Assembly. Her legacy extends beyond policy, rooted in grassroots organizing, cultural pride, and an unrelenting belief in education, dignity, and justice for all.
Selected Achievements of Carmen E. Arroyo
Founded the South Bronx Action Group in 1966, organizing mothers receiving public assistance and expanding tenant advocacy to include health, employment, adult education, and access to public benefits.
Became the first Puerto Rican woman housing developer in New York State, securing over $8.4 million in grants to construct senior housing and negotiating home ownership opportunities for working-class families in the South Bronx.
Co-founded “Entre Nosotras, Inc.”, a statewide organization to empower Puerto Rican and Hispanic women of all backgrounds.
Served as President of Puerto Rican Women in Political Action, advocating for increased civic participation and leadership.
Elected to the New York State Assembly in 1994, becoming the first Puerto Rican woman elected to a State House of Representatives in the U.S.
Chaired the Subcommittee on Bilingual Education. Restored and increased bilingual education categorical funds to the state budget, and the seal of bi-literacy.
Originally sponsored the charter school legislation.
Sponsored the bill that led to the construction of the new Yankees Stadium.
Authored two books of poetry titled Mis Poemas and Mis Sentimientos Ilustrados, celebrating her family, faith, Puerto Rican identity, and personal journey.
Created over 100 hand-sewn maps of Puerto Rico and other countries, blending artistic expression with cultural preservation.
Celebrated for her culinary gifts, especially her renowned pasteles, and for maintaining Puerto Rican cultural traditions through food and storytelling.
